Eileen Tokuda, Board President
Eileen joined the Vina Moses Center board in 2020 and is deeply committed to supporting and fostering the Vina Moses culture of dignity, trust, inclusion, and accessibility. Eileen brings strategic visioning and strong planning skills to the organization, honed during her healthcare career including serving as COO of an assisted living management company and owner of a private physical therapy clinic. She has also served on other community boards including PlainTalk for Kids, Benton County Health Advisory Committee, Corvallis Community Emergency Response Team, and Mid-Valley Bicycle Club. In her spare time, Eileen is outdoors enjoying gravel or road bicycling, hiking, and backpacking and spending time with her husband and grandchildren. “I am honored to help build the capacity and vibrant leadership of the board as we pursue our near-term goal of a larger facility to better serve our community’s needs."
Emma Durbin, Board Member
Emma, who earned their J.D. in 2022, joined the board in 2023. They provide perspective from their civil legal experience and bring analytical skills to the board. They are passionate about working toward large societal change that functions for the care and wellbeing of all. Emma is a vocal advocate for community care and no barrier services, which was what brought them to Vina Moses Center. Emma enjoys spending time with their loved ones, being outdoors, playing with their dog, Yogi, cooking, crafting and performing in local Drag shows. “I am excited to work together with folks who want to make a significant positive impact in service for our community.”
Marty Fulford, Board Member
Marty, is a Principal Broker Owner of Connected Real Estate Group. She chose to join the board of Vina Moses Center because of the care they give our community. The fun, positive attitude at Vina speaks to how she likes to live with her husband Ed and their four grown children. “Marty Gras”, a party she holds each year, is a little fun she likes to give to the community in February.
Avie Meadows, Board Member
Avie Meadows joined the board in 2023. She is a mother of two active teenagers and an outdoor enthusiast, as well as a Corvallis-based artist and educator. She is passionate about creating ways to build healthier, more supportive and better connected communities. Avie has training in Community Health Education and worked as program coordinator in various grant funded programs at Oregon Health & Science University. As Assistant Development Director for a large Willamette Valley non-profit organization, she managed donor relationships, secured grant funding and co-led a successful rebranding campaign. Locally, Avie has built community connections through starting the Northside Open Studio Tour and helped to start Tarweed Folk School with strategic planning and bookkeeping. “Serving on the board allows me the opportunity to blend my passion for helping and connecting people as well as utilize my training/experience in community health and non-profit development.”
Jane Tappen, Board Vice President and Secretary
Jane joined the board in 2022 bringing experience in nonprofit governance and a passion for community activism. In Wisconsin, she served two terms on the Eau Claire City Council, championing investment in low-income neighborhoods. She also helped secure federal funding to start a Community Learning Center at a Title 1 elementary school serving a sizable Hmong population, and was a partnership coordinator at that school, creating wraparound services to meet community needs. Upon retirement, she and her husband Jay traveled across the country in their little RV before settling in Kings Valley, where she spearheaded a capital campaign to acquire a nature preserve for a nonprofit community trust. “Vina Moses Center was created to take care of each other, to share with each other, to lend a hand to all. I am honored to be on the board of this long-serving nonprofit to help secure the resources needed to become even stronger in carrying out our mission.”
Rob Upson, Treasurer
Rob returned to Oregon, where he was born, with his family in 2021. He joined the Vina Moses Center board in 2023 where he serves on the finance committee. He brings extensive experience in nonprofit finance, having served as the treasurer for the Virgin Islands Society of CPAs, the St. Thomas Yacht Club, the Caribbean Genealogy Library, and his homeowner’s association. He is a Certified Public Accountant holding licenses in both Oregon and the U.S. Virgin Islands. Rob is an avid sailor and cyclist. He is the Advocate for the Mid-Valley Bicycle Club and is often heard commenting at Corvallis City Council about safer bike infrastructure. ”I am inspired by the accessible and direct assistance that Vina Moses provides and enthusiastic to help craft the financial path forward for a responsible expansion.”
Wanda Arp, Board Member
Wanda started volunteering at Vina Moses in 2021 and has experienced how the Center and Vina programs support and strengthen our community. She strives to share her caring and compassionate attitude with everyone she meets. Her passion for Vina’s mission and vision is now further enhanced by her service on the Vina Moses Center board, which she joined in 2024. She also sits on the Corvallis Public School Foundation board, and is a former Corvallis School District employee. She enjoys spending time with family, gardening, hiking and home improvement projects with her husband, Dan. “My heart is filled with gratitude that the Vina Moses Center supports our community and gives many a safe place to ask for help.”
